Roles, responsibilities and authorities — assigned and communicated
What changed in the 2026 revision
Clause 5.3 requires top management to assign and communicate responsibilities and authorities for EMS conformance and performance reporting. The 2026 revision clarifies that these may be assigned to an individual ('management representative'), shared across individuals, or held by a top management member.
What auditors will look for
Ensure top management has formally assigned responsibility for: (1) EMS conformance with ISO 14001 requirements; (2) reporting EMS performance including environmental performance to top management. This can be one person, a team, or a top management member — but it must be explicitly assigned and documented. Auditors will ask 'who is responsible for your EMS?' and expect a documented answer.
How to close the gap
- 1Define the environmental management representative role in writing
- 2Assign EMS conformance responsibility formally (job description or appointment letter)
- 3Document who reports EMS performance to top management and at what frequency
- 4Communicate roles and responsibilities to all relevant personnel
- 5Include EMS responsibilities in relevant job descriptions
- 6Ensure the appointed person has sufficient authority to act
